Cerfa 10842: what the form really asks of the landlord

The Cerfa 10842 is not just a simple confirmation of the rent amount. The form requires the landlord to certify several elements simultaneously: the actual occupation of the housing by the tenant, the rent amount excluding charges, the nature of the rental (unfurnished, furnished, shared accommodation), the date of entry into the premises, and whether there is a family relationship with the tenant.

This last point is often underestimated. A family link between landlord and tenant can modify or even eliminate the right to housing assistance. The CAF uses this declaration to cross-check information and detect any inconsistencies with the lease provided by the tenant.

One should not confuse this document with the rent receipt. The receipt proves that a payment has been made. Direct payment of APL to the landlord: the link with the rent certificate

When the APL is paid directly to the landlord (which is common in social housing and increasingly frequent in the private sector), the rent certificate takes on an additional dimension. It not only serves to open the tenant’s rights: it also conditions the payment circuit.

These errors may seem minor, but each can delay payment by several weeks. The tenant has no control over the quality of the filling out: they depend entirely on the diligence of their landlord.
